Making a turtle pond for a short neck turtle out of a kiddies pool.?

I live in australia and also renting privatly im trying to design a turtle pond out of a kiddies pool, Its for my short neck turtle, i have a filter and pump and some plants, but i am not sure how to make a platform for it to bask on. the pool is about length150cm width110 height 30cm. Im not allowed to dig a whole to make the pool lower so it can come out of the water when it wants to. ive looked at images on the web, but there all for inground ponds, any suggestions would be very grateful
